The Ministry of Road Transport and Highways (MoRTH) has extended the permit exemption for battery-operated, ethanol-powered, methanol-powered and hydrogen-powered transport vehicles for another seven years, reinforcing the Centre’s push towards cleaner and alternative fuel mobility.

In a notification issued on July 6, the ministry said the provisions of Section 66(1) of the Motor Vehicles Act, 1988, relating to permit requirements, will not apply for seven years from the date of publication of the notification to specified categories of transport vehicles used for carrying goods or passengers. The new notification supersedes an earlier order issued on October 18, 2018.

The exemption covers: Battery-operated vehicles as defined under the Central Motor Vehicles Rules, 1989; vehicles powered by methanol; vehicles powered by ethanol; and Vehicles powered by hydrogen. The notification also mandates that all exempted vehicles must be equipped with a vehicle location tracking device (VLTD) compliant with the AIS-140 standard, as amended from time to time.

The decision comes as India continues to promote multiple alternative fuel pathways—including battery electric, ethanol, methanol and hydrogen technologies—to reduce dependence on imported fossil fuels, lower emissions and diversify the country’s transport energy mix.
