Under the policy, purchasers of EVs are entitled to a Purchase Incentive of five percent of the vehicle’s ex-showroom price. The incentive is to be passed on to customers in the form of a discount at the time of sale.

Despite the state registering thousands of EV sales since the guidelines under the AP Sustainable Electric Mobility Policy 4.0 were issued on December 11, 2024, The Times of India has learnt that fewer than 100 applications for the Purchase Incentive have been approved for EV purchasers in the state.

A five percent Purchase Incentive is available for the purchase of every two-wheeler, three-wheeler, bus, goods carrier and tractor with an ex-showroom price exceeding Rs 1 lakh (two-wheelers), Rs 2 lakh (three-wheelers), Rs 2 crore (e-buses), Rs 5 lakh (goods carriers) and Rs 8 lakh (e-tractors). Surprisingly, no Purchase Incentive has been provided for the purchase of electric four-wheelers under the policy.

According to official data, Andhra Pradesh recorded over 72,000 electric two-wheeler sales, along with the purchase of 257 electric goods carriers and 62 e-buses during the 2025-26 financial year. However, only 45 applications for the Purchase Incentive were sanctioned under the policy, the newspaper has learnt.

“The main reason only 45 applications have been processed is the lack of awareness among customers about the incentive scheme. Although the policy guarantees the incentive in the form of a discount at the time of purchase, customers are required to apply for it through the AP Industries Department website. This is a tedious process, and the majority of customers are unaware of the scheme,” an Industries Department official said on condition of anonymity.

Explaining the process for sanctioning the Purchase Incentive, the official said: “After an application is submitted, it is forwarded to the District Industries and Exports Promotion Committee (DIEPC) of the respective district and is approved during DIEPC meetings, which are regularly chaired by district collectors. These meetings also sanction incentives and subsidies for industries and manufacturing units.”
