According to government officials, cited by PTI, the draft policy was released for public consultation in April and is now in the final stages of approval. Authorities are evaluating stakeholder feedback before presenting the revised proposal to the Cabinet.
A senior government official said the administration is considering extending incentives to hybrid vehicles, although the proposal has faced resistance from some quarters.
“The government wants to cover hybrid vehicles under the subsidy scheme, but there are differing views on the matter. At the same time, evidence suggests that incentivising hybrid vehicles has supported faster adoption of electric mobility in several markets,” the official said.
Under the draft policy, hybrid vehicles priced up to ₹30 lakh could receive a 50 per cent waiver on road tax. Hybrid vehicles combine an internal combustion engine with one or more electric motors and use regenerative braking and engine-generated power to recharge their batteries.
The proposed EV Policy 2.0 forms a key part of Delhi’s strategy to strengthen its leadership in electric mobility adoption. The government has set a target of ensuring that 95 per cent of all new vehicle registrations in the national capital are electric by 2027.
To achieve this goal, the policy proposes a phased transition of commercial transport fleets towards electrification. All CNG-powered autorickshaws, taxis, and light commercial vehicles are expected to be gradually replaced by electric alternatives under the new framework.
The government has also reiterated its commitment to achieving a fully electric public bus fleet as part of efforts to build a cleaner and more sustainable urban transport ecosystem.
The existing Delhi EV Policy, introduced in 2020, has been extended until June 30, 2026. Officials indicated that another extension may be required if approval of the new policy is delayed, making a Cabinet decision in the coming weeks critical for the transition to the updated framework.
