India’s traffic enforcement ecosystem is witnessing a sharp rise in the number of violations being detected, but compliance and resolution continue to lag behind, resulting in a growing backlog of unpaid and unresolved challans.
According to insights from Lawyered and its traffic compliance platform ChallanPay, close to 80 lakh traffic challans are being issued every month as automated enforcement systems powered by cameras, automated number plate recognition (ANPR) and integrated monitoring platforms become more widespread.
Despite the scale of enforcement, more than 0.30 million online challans worth ₹74.30 crore remain unpaid, while 0.64 million court challans amounting to ₹197.38 crore are yet to be resolved. Together, the unresolved liabilities exceed ₹270 crore.
Data from FY26 showed that vehicle owners used ChallanPay to view over 5.62 million challans worth ₹1,136.84 crore. Of these, 3.20 million were online challans valued at ₹599.57 crore, while 2.42 million were court-linked challans worth ₹537.27 crore.
The highest concentration of challans was recorded in Delhi, Uttar Pradesh, Haryana and Rajasthan, regions characterised by dense traffic, extensive camera-based monitoring and significant interstate vehicle movement.
The data also highlighted a difference in violation patterns between vehicle categories. Four-wheelers accounted for nearly 63 per cent of all challans, compared with around 37 per cent for two-wheelers. However, four-wheelers also carried higher financial exposure due to repeat violations, accumulated penalties and court escalations.
One case in the dataset involved a challan liability of ₹19.7 lakh, illustrating how unresolved violations can compound into significant financial burdens over time.
The report noted that many vehicle owners become aware of pending challans only during licence renewals, insurance claims, vehicle transfers or roadside enforcement checks. Court-linked challans often require physical appearances, documentation and multiple visits, making resolution time-consuming for both individuals and fleet operators.
“India doesn’t have an enforcement problem anymore; it has a compliance visibility problem. Challans are being issued instantly and at scale, but users still don’t have a clear, unified way to discover and resolve them. The moment you bring visibility, resolution and the ability to contest together, compliance stops being reactive and becomes manageable,” said Himanshu Gupta, Founder and CEO, Lawyered.
