The state govt on Tuesday announced the new parking charges that will be applicable to vehicle owners in cities with populations below and above 10 lakh.Officials said that 17 corporations had been asked to carry out surveys to identify the total number of locations where pay-and-park facilities could be offered. It could take up to six months to one year to have the multi-level complexes and surface parking lots ready after the bidding process. The committee, which will be headed by the municipal corporation, will have representatives from the local housing development authority, district administration, police department, public works department, and transport experts as members. The parking management committee has been given the option to collaborate with colleges, schools, govt and private institutions, and commercial buildings in the vicinity of railway or bus stations to arrange for parking space by arriving at a revenue-sharing formula between the stakeholders.

The corporations have been given three months to prepare tentative list of locations where pay-and-park facilities are needed to ease congestion. The minimum rates have been reserved for two-wheelers and four-wheelers; however, in congested locations such as Hazratganj in Lucknow or Civil Lines in Prayagraj, a higher amount could be charged as renting space is expensive in prime localities.

The executive heads of civic bodies will also be given an option to offer free parking for five days a year at their discretion. “Free services could be offered during religious events or public holidays,” said a senior officer.

Once parking lots become operational, towing cranes will make a comeback. However, a text message or an alert will be sent out to the registered mobile number of the vehicle owner. “We will ask the transport department to share required details so that vehicle owners face minimal hassle in case their vehicle gets towed away,” the officer added.

Principal secretary, urban development, Amrit Abhijat said, “By adopting a technology-driven approach and clear regulatory framework, we aim to not only ease traffic congestion but also improve the quality of urban services.”
