Telangana rolls out state-negotiated EV discount model, offers up to 20% off for govt employees

Telangana has introduced what it describes as India’s first state-negotiated electric vehicle (EV) discount model, offering up to 20 per cent off to accelerate the adoption of clean mobility.

The initiative was outlined by Ponnam Prabhakar, the Minister of Transport, Telangana, in a LinkedIn post on Tuesday. It is being rolled out under the leadership of Chief Minister A Revanth Reddy.

The model is targeted at over 5 lakh government employees in the state, with potential savings of up to ₹4 lakh per family.

According to the minister, the initiative involves structured partnerships with EV manufacturers, including Mahindra Electric, Ola Electric, Ather Energy and Gravton Motors, enabling affordability through negotiated pricing rather than relying solely on traditional subsidies.

The government described the approach as a governance innovation, positioning the state as a “market-maker” to unlock demand and accelerate EV adoption at scale.

In addition to the discount model, Telangana has implemented a series of measures to promote electric mobility. These include a 100 per cent exemption from road tax and registration fees for EVs, mandates for government departments to adopt EVs, and rapid expansion of EV charging infrastructure.

The state is also advancing the electrification of public transport, with one of the largest electric bus deployments in the country.

The initiative is aimed at reducing fuel dependence, improving air quality and building future-ready mobility systems, while encouraging early adoption among government employees to create a broader EV market.
