The Ministry of Road Transport and Highways (MoRTH) has capped the limit for all India tourist vehicles to remain outside the state of registration to 60 days while also ensuring monitoring of such vehicles at all times through vehicle tracking devices by the home state, which is the permit issuing state. The move is aimed at curbing misuse of permits, enhancing passenger safety and ensuring toll compliance. The existing Rule permits such commercial vehicles to stay out of the home state for 90 days.
The changes have been introduced through the All India Tourist Vehicles (Permit) Amendment Rules, 2026, issued on Monday, which will be effective from 1st day of April, 2026.
“The tourist vehicle shall either commence its journey, or end its journey, circular or otherwise, in the home state, subject to the condition that the vehicle shall not remain outside the home state for a period of more than sixty days to be monitored by the state government through the command and control centres or such other centre setup by the state or vehicle location tracking device manufacturers or any other agency authorised by the state government,” the ministry said in the notification.The notification mandates the permit issuing state to collect the unpaid user fee from the tourist operator before issuing the permit. The unpaid user fee has been defined as the user fee payable by a motor vehicle for use of a section of a National Highway, where the Electronic Toll Collection Infrastructure has recorded the passage of such vehicle but has not received the applicable user fee levied under the provisions of section 7 of the National Highways Act, 1956.As per the notification, the home state will have to ensure that vehicles with all India tourist permit is not operated as a stage carriage; does not pick up or set down passengers not included in the list of tourists; is fitted with a vehicle location tracking device and emergency button and does not have any challans related to offences and contraventions under the Act due beyond the time period of forty five days from the date of issuance of the challan.The notification also mandates tourist vehicle operators to mandatorily carry at all times an electronic or physical form with the particulars of the point of origin, the destination and the states lying on the proposed route of such tourist vehicle.
