Union Minister for Heavy Industries and Public Enterprises HD Kumaraswamy on Monday said India’s electric mobility transition must be inclusive and economically sustainable, with a stronger focus on affordability and scalability across both urban and rural markets.Speaking at the launch of the Light Electric-Vehicle Acceleration Forum (LEAF), an industry-led platform aimed at strengthening the EV charging ecosystem, Kumaraswamy said the country must move beyond the current emphasis on expanding charging points.“What we need now is reliability, ease of access, and, most importantly, interoperability. We must ensure that India’s EV transition remains inclusive and economically sustainable,” he said.The minister added that the approach must balance affordability for consumers with the industry’s viability.

“Our approach should continue to focus on affordability for consumers, viability for industry, and scalability across both urban and rural markets,” Kumaraswamy said.

He said light electric vehicles will remain central to India’s EV transition, as they serve as the primary mode of transport for millions of Indians.

Looking ahead, Kumaraswamy said India has the opportunity to emerge as a global leader in electric mobility solutions, particularly in the light EV segment.

“If we can develop cost-effective and scalable solutions here, we can take them to our emerging markets across Asia, Africa and Latin America that share similar mobility needs,” he said.

Key drivers of electrification

The minister emphasised that the success of the EV transition will depend on strong partnerships between government and industry, adding that the Centre will continue to provide policy support, encourage innovation and strengthen manufacturing ecosystems.“At the same time, industry collaboration like what we are seeing through LEAF will be critical in delivering real impact on the ground,” he said.

Kumaraswamy also said LEAF could serve as a model for ecosystem-wide collaboration to drive meaningful change.

LEAF is a neutral, industry-led consortium focused on advancing the EV charging ecosystem to accelerate the adoption of electric two-wheelers and three-wheelers. Hero MotoCorp jointly drives the initiative through its Emerging Mobility Business Unit, IPEC India and Ather Energy.

“Delivering a seamless and interoperable charging experience at scale will require alignment on shared approaches, which LEAF aims to enable,” the LEAF founding members — Kausalya Nandakumar, CBO – Emerging Mobility Business Unit, Hero MotoCorp, Ravneet S Phokela, CBO, Ather Energy, and Zohra Khan, CEO, IPEC India — said in a joint statement.The founding members said India has the potential to become a global leader in light electric mobility, and platforms such as LEAF will be key to building a cohesive and scalable public charging ecosystem.
