Gujarat’s Transport Department has reiterated rules governing Pollution Under Control (PUC) certificates, outlining authorised testing centres, prescribed fees and penalties for non-compliance as part of efforts to curb vehicular emissions across the state.
According to an official document, computerised pollution testing and PUC certificate issuance are carried out through authorised petrol pumps and workshops. At present, Gujarat has 410 authorised centres for petrol and CNG vehicles and 231 centres for diesel vehicles. Only vehicles meeting prescribed emission standards are issued PUC certificates, while those exceeding limits must undergo repairs or tuning before re-testing.
The department has fixed uniform fees for pollution checks and barred centres from charging more than the notified rates. The fee is ₹30 for two-wheelers, ₹60 for three-wheelers, ₹80 for petrol or CNG light motor vehicles, and ₹100 for diesel light motor vehicles as well as medium and heavy vehicles.
Officials warned that vehicles found visibly polluting despite carrying a valid PUC certificate can face cancellation of the certificate. Under Rule 116 of the Central Motor Vehicles Rules, owners will be required to obtain a fresh PUC certificate within seven days, failing which prosecution can be initiated under Section 190(2) of the Motor Vehicles Act.
As per regulations, new vehicles require a PUC certificate after one year from registration. Thereafter, BS-III vehicles must undergo testing every six months, while BS-IV vehicles require annual checks. The rules apply to all vehicles, including Euro-I to Euro-IV and CNG or LPG-powered vehicles.>
