The Ministry of Road Transport and Highways on Wednesday notified the National Highways Fee (Determination of Rates and Collection) (Second Amendment) Rules, 2026, to tighten rules around toll collection on national highways.

Under the new rules introduced, the unpaid toll fee payable shall be twice the original amount.

However, to encourage prompt payment, users who settle dues within 72 hours of receiving the e-notice will only need to pay the original toll amount without any additional charge. The move is aimed at strengthening compliance as India transitions towards a seamless, barrier-free tolling system.

The amendment also includes a grievance redressal mechanism. Authorities must resolve such cases within five days; failing that, the claim for unpaid fees will lapse. If dues remain unpaid beyond 15 days and no dispute is pending, the outstanding amount will be recorded in the VAHAN system.
