New Delhi: The Delhi government has announced key highlights of the proposed Delhi EV Policy 2.0, aiming to make 95 per cent of new vehicle registrations electric by 2027. The policy, reviewed by Transport Minister Pankaj Kumar Singh, outlines a roadmap to accelerate the city’s transition to electric mobility while strengthening its position as India’s leader in EV adoption, an official statement of the Delhi Transport Ministry said on Monday.
Under the new policy, all CNG auto-rickshaws, taxis and light commercial vehicles will be replaced by electric vehicles (EVs) in a phased manner. The government has also committed to a full transition to electric buses to ensure a sustainable public transport system.
The policy proposes purchase incentives for electric two-wheelers, three-wheelers, e-light commercial vehicles (e-LCVs) and e-trucks.
Additionally, it includes scrapping and retrofitting incentives to encourage a shift from internal combustion engine (ICE) vehicles to EVs.
To bolster infrastructure, the government plans to install more public charging points and mandate charging stations in new buildings and public spaces.
According to the statement, capital subsidies will be provided for private and semi-public charging stations, and fast-charging corridors will be developed along major roads, including the Ring Road and Outer Ring Road.
A dedicated State EV Fund will be created to finance incentives, sourced through green levies, pollution cess and aggregator licence fees. The policy also emphasises fleet electrification for commercial transport and introduces stricter regulatory measures to ensure compliance.
Skill development and job creation are also central to the policy, with plans to generate employment in EV sales, servicing, financing and battery management. The Delhi Skill & Entrepreneurship University (DSEU) will collaborate on training programs for EV mechanics and drivers.
To oversee policy execution, a Delhi Clean Mobility Centre (DCMC) will be established to monitor progress and drive the city’s transition to an all-electric transport system, it reads.
The Delhi Electric Vehicles (EV) Policy, 2020, which was introduced by the previous Aam Aadmi Party (AAP) government to promote EV adoption in the capital, expired on August 8, 2024.
Since then, it has been extended multiple times, with the latest extension valid until March 31, 2024.
