Amid rise in vehicle numbers and manifold increase in transactions, the regional transport authority (RTA) is experiencing shortage of regional transport officers (RTOs) in Hyderabad .

While there are 11 RTA offices across Hyderabad, Rangareddy, and Medchal districts, the six key locations – Secunderabad, Tolichowki, Bandlaguda, Uppal, Kondapur, and Nagole – are currently operating under in-charge RTOs. These officers either spend merely one to two hours at these additional facilities or have arrangem-ents, where files are forwarded to their primary office.

MVIs managing offices

Sources in RTA said that motor vehicle inspectors (MVIs) managing these offices face limitations in their authority, as certain decisions require RTO-level approval. This has created bottlenecks in processing applications for international driving permits and cancellation of permits or approval for NOCs.

For instance, a district transport officer (DTO), primarily responsible for Medchal RTA, must cover 20 km daily to serve as in charge RTO at the Uppal office for processing files. Likewise, a full-time RTO at Malakpet (East Zone) travels 12 km to oversee additional responsibilities at Bandlaguda (South Zone) office. The situation proves especially difficult at the bustling Rangareddy RTO, which handles thousands of transactions daily.

“Working as RTO, I split my time between Malakpet and Bandlaguda offices, dedicating half a day to each location. The dual responsibility creates difficulties in supervising and handling files at both places. Following the issuance of the GO, we must comply with these assigned duties. We have submitted a request for providing allowances regarding the additional responsibilities,” RTO, Malakpet, L Kistaiah said.

The absence of full-time RTOs has resulted in delayed processing times and increased workload for existing staff. The situation has also led to challenges in managing the increasing vehicular population and related services. The affected offices were also struggling to maintain efficient service delivery for essential tasks like vehicle registrations, licence renewals, and permit-related matters.

“The transport department will soon fill four RTO positions through Group 1 services recruitment, while the other vacancies will be occupied through internal promotions. Traditionally, MVIs or administrative officers receive promotions to RTO roles. Within the RTA, the recruitment pattern follows a ratio where three out of ten positions are filled through direct recruitment, and seven positions are allocated for internal promotions,” a senior RTA official said.

Transport unions say that the department needs to address the shortage promptly to ensure the smooth functioning of transport offices and better service delivery to the public.

“Absence of RTOs creates administrative challenges and affects decision-making processes, particularly processing applications like late registrations of vehicles and issuing orders for scrapping vehicles under the new policy,” Telangana Auto and Motor Welfare Union general secretary M Dayanand said.
