In a major relief for vehicle owners, the Uttar Pradesh Transport Department on Tuesday announced the cancellation of all pending non-tax e-challans issued between 2017 and 2021, according to PTI.

The cancelled challans will now appear on the state transport portal under two categories—“disposed–abated” for cases pending in court and “closed–time bar” for those pending at the office level where the limitation period has expired.

Transport Commissioner Brajesh Narayan Singh called the initiative both “legally sound and citizen-friendly.” He added, “The decision is under the purview of the legal system and symbolises transparent administration. Our goal is to provide citizens with a smooth, safe, and respectful service experience. All officers and employees must ensure 100 per cent compliance within the stipulated timeline.”

Why this relief?

All restrictions tied to these challans, including renewal of fitness certificates, issuance of permits, vehicle transfers, and High Security Registration Plates (HSRP), will be automatically lifted. However, challans related to tax payments will not be covered under this move.

According to official data, 30.52 lakh challans were issued in the period, of which 17.59 lakh have already been resolved. The new initiative covers the remaining 12.93 lakh challans—10.84 lakh pending in court and 1.29 lakh at the office level—which will now be settled digitally within 30 days.

Authorities clarified that no refunds will be given and old challans will not be reopened. Only cases pending in court up to December 31, 2021, are eligible for abatement. The department said the decision is aimed at reducing citizen inconvenience, ensuring timely services, and strengthening transparency in governance.
