Delhi stands to benefit from Oslo’s global leadership in developing public charging infrastructure, while Oslo can learn from Delhi’s remarkable progress in deploying electric buses.

The Delhi-Oslo Smart Transport Initiative (DOSTI) partnership has been announced between the capitals of India and Norway. The collaboration, unveiled at the India Clean Transportation Summit (ICTS) 2025, aims to accelerate the adoption of urban e-mobility solutions. The announcement was made by Delhi’s Transport Minister, Pankaj Kumar Singh, who outlined the city’s ambition to become the “EV capital” by 2030, supported by a robust charging infrastructure. Speaking on the collaboration, Minister Singh noted that “when a friend helps another friend, that’s when friendship flourishes.”Oslo’s Vice Director and Head of the Climate Department, Audun Garberg, highlighted the mutual benefits of the initiative. “When cities cooperate, a lot happens. There is a lot to learn from Delhi, and we can have a successful co-learning collaboration,” he stated, referring to Oslo’s own globally recognised success in zero-emission transport. The partnership, facilitated by the International Council on Clean Transportation (ICCT), will focus on cross-learning opportunities. Delhi stands to benefit from Oslo’s global leadership in developing public charging infrastructure, while Oslo can learn from Delhi’s remarkable progress in deploying electric buses. The collaboration also extends beyond road transport to include zero-emission construction machinery, an area where Oslo has made significant strides, with a 100 per cent zero-emission municipal construction target for 2025.The ICTS 2025 summit, the third annual edition, is bringing together over 650 participants and 60 speakers to explore critical issues across public transport, freight, and manufacturing, with a spotlight on solutions for bus electrification and clean freight.
