New Delhi: Traffic police have intensified enforcement of Graded Response Action Plan (GRAP), issuing challans, checking vehicles, sending back polluting heavy vehicles from city borders and monitoring restricted zones. Between Oct 14 and Nov 2, they issued 46,921 challans to vehicles running without valid Pollution Under Control Certificates (PUCC). Under Motor Vehicles Act, the fine for the offence is ₹10,000.

During the period, traffic cops deployed on the city borders inspected 82,384 commercial vehicles, refusing entry to 5,018 of them for falling short of anti-pollution standards. Additionally, 712 commercial vehicles on average were ticketed every day for violating no-entry or restricted-timing rules.

Another 204 vehicles were fined ₹20,000 each for transporting construction and demolition waste without properly covering it.

However, enforcement against old diesel and petrol vehicles remained minimal, with virtually no impoundment reported since Oct 14.

A senior traffic police officer said roadside surveillance has been stepped up, with focus on stringent enforcement of anti-pollution rules to ensure compliance during the foul-air phase and also to improve traffic discipline.

Stage 1 of GRAP came into force on Oct 14, with measures, such as increased mechanised sweeping, sprinkling of water on roads and strict enforcement of PUC rules kicking in.
