The Delhi Pollution Control Committee (DPCC) has informed the National Green Tribunal (NGT) that the registration process for setting up a Registered Vehicle Scrapping Facility (RSVF) in Delhi has commenced. Currently, Delhi lacks an RSVF to dismantle overage vehicles scientifically, and such vehicles are sent to neighbouring states for disposal.

According to DPCC, all petrol and diesel vehicles over 15 and 10 years old, respectively, are considered end-of-life vehicles (ELVs). In line with directions from the NGT and the Supreme Court, the registration and operation of ELVs on the road, including deemed plying (those parked in public spaces), is restricted.

“Delhi has adopted the National Single Window System (NSWS) for scrapping ELVs, and applications for establishing RSVFs can now be submitted online through the NSWS portal. One application has been received manually for setting up RSVF, which is being considered,” said DPCC in a report dated January 15. The committee had earlier classified vehicle dismantling units as an orange category industry, allowing the establishment of RSVFs in the capital. Based on the level of pollution, Central Pollution Control Board (CPCB) categorises industry in 4 colours-red, orange, white and green-with the last being least polluting.

To facilitate infrastructure for RSVFs, a request was sent to the industries department in March 2023 and February 2024 to invite applications for setting up such facilities in conforming industrial estates. “For the scrapping of vehicles, the transport department is associating with RSVF who are having RSFV licenses from other states,” said the report.

DPCC told the tribunal that while 12,251 old vehicles were impounded in 2022, a larger number of old vehicles-14,294 in 2023 and 20,327 from January 2024 to January 2025-were impounded. The NGT is hearing a case regarding the impact of incomplete combustion from older vehicles on air quality, following a TOI report highlighting the issue. DPCC said that without formal RSVFs, illegal scrapping units would proliferate, exacerbating pollution.

DPCC observed in its meeting held on September 27, “It was decided that in view of the age limits prescribed by the Centre for deregistering overage vehicles, the number of vehicles is increasing which are to be scrapped in a scientific way. The committee was of the view if such facilities are not allowed in Delhi, illegal units will flourish in residential or non-conforming areas without any pollution control. As the activity helps in the circular economy, consent may be granted to such units in approved industrial areas.”
